Under the Undang-undang Kecil Perlesenan Anjing Dan Rumah Pembiakan Anjing ( Federal Territory Kuala Lumpur) (Pindaan) 2011 UUK8A “Small dogs in a flat”, The Mayor may allow one small dog to be cared for, maintained and protected in a flat.

In accordance with UUK 3(1)- No one is allowed to take care of, maintain, or guard any dogs unless they are licenced in accordance with the "Undang-undang kecil."

Only one licence application may be submitted under UUK 3(2).

i) Must be approved by the mayor in any way that the mayor determines.
ii) Has to be accompanied by a RM10 charge.
A letter of agreement from the Management Corporation (MC) or Joint Body Management (JMB) must be sent with the dog licence application. Cared-for dogs are not allowed to misbehave, bother other dog owners or neighbours in the area.
The following are the disturbances:

- The dogs harm building occupants and inflict harm to any bystanders or public property.
- The dogs annoy the residents and make the place noisy both during the day and at night.
- The dogs are running about unattended.
- The canines' aggressive behaviour is posing a risk to others and may cause harm.
- Dogs must only be kept in their owner's house or close by.
- Dog owners are only allowed to use lifts to remove their pets from the building, and their canines must always be under close supervision.
- Dogs must not be permitted to urinate or poop in public places, and if they do, their owners are responsible for cleaning up the waste.
Under UUK 2 (b)- small dogs are referred to any breed listed in Schedule II: 
Minature Pinscher,  Bichon Frise, Pekingese, Papilon, Poodle (Toy), Japanese Chin, Maltese, Pomeranian, Chihuahua
